The County of Los Angeles Department of Public Works (DPW) is committed to enhancing its contracting opportunities with Disabled Veteran Business Enterprises (DVBEs). In July 2016, the Board of Supervisors adopted a motion to launch the Small Business Utilization initiative in an effort to increase procurement opportunities for small businesses, DVBEs, and social enterprises. The County has set an aspirational goal to award 25% of procurement contracts to certified small businesses and 3% of contracts to disabled veteran-owned businesses by 2020. While the County’s goal remains at 3%, DPW has exceeded this goal by maintaining a 3.17% average percentage for procurement items purchased from DVBEs. During Fiscal Year 2017, DPW has awarded $2,006,991 in materials and services to DVBEs and $1,387,298 in professional and contract services to DVBEs.
Some of the incentives offered to DVBE’s who do business with the County include: 15% bid price reduction (up to $150,000) on bids (excluding construction contracts, per State law), access to County networking events, and exposure to be listed on an inter-departmental County database that provides the opportunity to do business with over 30 County departments (including DPW). Also, becoming registered and certified to do business with the County as a DVBE is completely free.
